You keep moving the goal posts - to mix metaphors again. The difference between those who are ‘in’ the people of God, and those who are ‘out’ is quite simple. ‘In’ = owning Jesus as Lord and receiving the Spirit. ‘Out’ = the converse. What else do you want to know? This is as true of individuals as it is of God’s people as a community. The way into that community is to own Jesus as Lord and receive the Spirit. ‘Spirit’ is the boundary marker of the new covenant people as the ‘Law’ was of the old covenant people.
